Look at Launcher on
http://www.scottandmichelle.net/scott/cestuff.html. It's a little clunky to use (you have to put shortcuts to the applications you want displayed on the Today screen into a particular folder), but it does the trick. They also have an application that purports to make it easier to create shortcuts directly on the PPC, but I couldn't make it work.
