FIXED!!!! HAHAHAHHA!
It turns out that I have the same exact PC that he did, right down to the last digit in the model number. I compared the USB entries in Device Manager on mine (working, with an Axim X30) to his (not working with his X5). These PCs have five USB host controllers in them, and they were all named the same except the last one.
On mine, that last controller was labeled "Standard Enhanced PCI to USB Host Controller". His was something else that was radically different, but it called it "USB2". I switched it to the driver mine was using, and it found the Axim immediately.
So now I can get another computer-illiterate suit off of my back and can return to my actual job :)
