The gx.dll file is actually on your desktop PC not the Axim. If you delete it first, then you can uninstall with no problem. The gx.dll is used with iPaq. Here is an explaination from Snowed In's website:

The problem could be gx.dll (a graphics library using by GAPI). It is standard system file in the new releases of IPAQ, but is included in clickgamer installations so that ipaq 3600 series can work. As a defence mechanism WindowsCE will not allow you to delete a system file such as gx.dll. The only way to 'completely uninstall' is to delete gx.dll manually from the product folder using windows explorer (ie. when the ppc is synced with the desktop PC). Note - ensure 'show all files' option is checked in Windows File Explorer else system files such as gx.dll will remain hidden.
