I had that problem w/ Excel 97 on my W98 box, and had to repair the excel install every time I needed to use it. On the install disk, there's even a button to do this w/o uninstalling anything first. I could then use excel all day, but if I shut down the PC, I'd have to repair excel again.
I used it like that for about a year.
