In general, MPEG files downloaded from the internet do not have parameters optimized for viewing on Pocket PC.
There is an option in PocketTV to resize the video to "Fit Screen", but it is quite slow unless you have a Toshiba e800 with hardware acceleration.
The best option is to convert the video into a format optimized for Pocket PC. The result will be a much smaller file, that will play much better.
