Well it is Microsoft's idea to do it this way. I'm sure Dell, HP and others love the idea they don't have to do tech support on other OSs, but by the same token, they probably don't want to hassle of dealing with the new versions either. If something goes wrong with the OS, it is up to Dell to fix it.
