Best video quality would be full frame rate (24, 25 or 30fps as per source, though 30 fps is probably faster than the refresh time of the LCD so somewhat pointless i'd venture) at a reasonable bit rate. Obviously if you're trying to make a smaller file then you have to compromise the quality somehow, slowing the frame rate will increase the quality in terms of compression artifacts etc, but decrease the quality in terms of jumpy / jerkyness on pans, etc.

So, best is using a high enough bitrate, but then after that it's down to personal preference as to whether cutting the frame rate or intra-frame picture quality is more important to you.
