These settings should be stored in the backup, so it sounds to me like you are restoring from a backup that was created before they were set to "Work." Sometimes to get these settings to stick, you have to change the setting and 'ok' your way back to the Today screen. If you change it, leave the specific page, and then immediately go back it, it often will get reset to "The Internet."
