Since posting originally, I've found a partial solution. NoteM at http://www.zavorine.com/wince is a *freeware* MP3 recorder that doesn't seem to generate the clicks and static that recording in Notes does. You can actually understand what you've recorded. Plus, the recordings are much smaller in size.

The volume is still low, but I've remapped the side recording to NoteM, so it will automatically start when I press the button. I haven't figured out a way to get it to stop recording, except by using the stylus. Still, it's waaay better than Notes.
