There are a number of ways you can format it, I believe you can format via your PC if you have an SD card reader.

Other apps that will let you format an SD card are:

Pocket Mechanic
Storage Tools
Resco Explorer 2003
SKTools

Hard to say what format to use, the settings that I use haven't been working with some 512 MB cards. I recommend that you not check the "Backup FAT" option.
