As everyone has told you about programs for the TOP taskbar, I thought I would answer YOUR question about the BOTTOM taskbar :)
I use
iLauncher this allows you to have up to 12 different lists that you can add to the bottom task bar, that you can easily switch between - does a great job - and it still being actively developed. You can also have icons displayed on your today screen as well.
