the only problem with re-encoding mp3s as oggs is that you're going from one lossy format to another. it's kinda like taking a jpeg (ever notice some jpegs with a slight discoloration or pixiliation effect) and converting it into some other lossy format (a format that discards some information). it's never going to be as good as going from original image straight to some other format.

in other words, you're losing bits of the file in two places instead of just one. (GIGO - garbage in, garbage out; you can't get good output from bad input). for most people, they won't be able to tell the difference, but some will. of course the bitrate will matter as well.

your best bet is to take some music you actually purchased and convert it straight to ogg (from cd). google around for info on how to convert. typically you can just find a program (such as CDex, which I use and highly recommend) that will do it all for you after setting it to use the xiph instaed of lame
