Microsoft has a free program that will do this. I think you have to be running WinXP.
Here is the link: http://www.microsoft.com/windowsxp/p.../powertoys.asp

You can then select individual pics or whole directories and resize them. There is even an option for "handheld pc".
It works GREAT.
