In addition to Wooch's reply - MS also do not recommend that you use MSConfig to control start-up programmes - it is supposed to be used for 'troubleshooting' only - when you do use it the first restart afterwards pops-up with a warning box stating that Windows is starting in 'Selective Start-up' mode (with a option "Do not show this message again") - but it means that Windows will always be starting in a 'Selective Start-up mode'.
No idea if it makes any practical difference to not starting in 'Selective Start-up mode' but with MS why take the chance?
