excellent question!!!
guess one answer though would be UI. with an icon available, one's only a click away to access these particular utilities vs start->run->type "msconfig"! i believe there's a way to set up a short cut for msconfig but i haven't tinkered with it myself.
needless to say i use "msconfig" but also have found WinPatrol to be handy for more than just one purpose.
