You can't actually delete anything that is in the system ROM (not without some serious 3rd party software anyway). When you "delete" a file, the OS just makes note of it and considers the file deleted. This is how CE allows minor updates to the OS without having to re-write the ROM every time.

When you hard-reset the device, the OS loses its info on all of the changes you made, which restores any files that were deleted or overwritten.
