Without the source code... depends on the language. If a p-code type language (.Net or Java) or an interpreted language: possible, but difficult. If a fully compiled language (C, C++) also possible, but extremely difficult. Also likely illegal.

I guess I misphrased the question when I asked if it was possible, because he has already done it. This is second hand info, but I grilled the guy I know and he saw it with his own eyes. Said some program called "Igloo" or something like that amde it possible?
As for the legal side, it is not the type of program that the makers would care about. It is non profit reference material provided free of charge. While they would nto be thrilled about it, they also would not really care too much.
