Resco Explorer will format SD cards, but I like Storage Tools because it offers more formatting options. You can choose the file system and cluster size for optimal performance with your SD card. Plus, you can chose not to backup the FAT, which I have found to be very helpful. I've gotten the best results choosing FAT16, 4 KB for cluster size, and unchecking the Backup FAT box.
