I don't know of an English version. I had to fool with it a bit to figure it out.
The first link on that Japenese page is the download for version 0.21 which is the latest. You will need a lzh de-compression program. I used Simplyzip, but I think Winzip works as well.
Then copy the ARM.cab file to your device and install it.
When you run the app the configuration window won't have text displayed correctly on English devices, but I was able to get it working. The top half of the screen gives the hardware buttons. You pick one to configure and check the checkbox to enable it. Then you use the bottom half to setup up the three applications. The first row is for a normal press, the second row for double-press and the third row for press-and-hold. You have to select one of the three rows with checkboxes in the bottom half on the screen and then at the very bottom of the screen is a drop-down box to pick the application to launch.
I think it only display apps that are in the Programs folder, so you will have to copy the Wireless Power shortcut to the programs folder if you want to configure that to run.
