Dell support (got the same guy twice, after long holds, and he talked to his supervisor) definitely should be ashamed of themselves. The responses here prompted me to uninstall and re-install ActiveSync. I did so and it seemed nothing had changed...until I began to log off for the night. Then all of a sudden both my Axim and my laptop started to beep happily and synchronized for the first time without a problem! :D I have had no further trouble synching.

Needless to say, I don't fully understand what the fix was in this case, but am grateful for the responses here that saved me from ignorantly and senselessly hunting down a USB 2.0 upgrade. I'll be back.
