Which versions of Outlook are you all using? I just tested it on my system--Windows 2000 and Office 2000) and it DID NOT work. Specifically, with my desktop version of Outlook closed I did not get a pop-up reminder for a meeting. I did get the reminder when I opened Outlook AFTER the meeting start time.

Here are a couple things to think about:

Outlook is 'running' as long as any Outlook window is open (or minimized). This means that it's running if you've opened, for example, an appointment or an e-mail message but closed the main application window.

Also, each time the Axim syncs to the Desktop it'll launch outlook if it's not already running. This will cause reminders to activate when outlook is seemingly closed.
