I'm not sure I understand :)

But re-enconding, even at a reduced rate is not good. Like making a photocopy of a photocopy. You are always better to re-rip at a lower rate, instead of convert.

But - you can use iTunes to convert from one MP3 bit rate to another. So if you have a bunch of MP3 files (let's say they're all at 320Kb/s for argument's sake) and you want them all at 192Kb/s then iTunes could convert those for you.
