Isilo for Pocket PC can read PDB and PRC files. It is an inexpensive shareware but, even in its free mode, it is loaded with features. One problem with the Pocket PC version of Isilo is that every time you start the program, it opens your book list rather than the previous book you were reading. You will then have to reopen the book. This isn't a big problem unless you have, like me, hundreds of e-books in your library.
