Is windows CE an old version of windows mobile 2003 or is it a completelly different?
Windows CE (Compact Edition) is a generic operating system meant for small embedded devices. Windows Mobile is a branch of windows CE with a special shell/interface designed for the Pocket PCs.

Regular windows CE programs will run fine on a pocket PC, but they will cause the taskbar to shift from the top the bottom, and in general will look "crunched" because they're often designed with larger screens in mind.
