I have had the same problem. Finally called Targus support, they told me that the Targus PA560 56k modem will not work on any OS after the original Pocket PC. The tech guy was clear... it will not work on PPC 2002 or after. It is a relic. Only use is as a doorstop.

No wonder it was so cheap on Ebay. And no question the advertising by those selling it is often intentionally deceptive and sometimes deliberately untrue.

Bad news... but at least I can stop banging my head against the wall.
