Windows-Programs folder empty?

When I go to Start-Programs, I see an icon for "Shutdown", prpbably a program that I deleted.

So I was looking for it using File Explorer in the Windows-Programs folder, but its empty. Is it normal for that folder to be empty when viewing from File Explorer?

Then, where can I find the items that are shown on the Start-Programs page?

I've tried using "Start-Find" but it doesn't seem to find anywhere but Outlook stuff. Almost useless.

Why is the file management in WM2003SE so inadequate? I really expected a much more intuitive desktop-like Windows experience on a PPC, being a new Palm convert. Naive I guess.
