I'm not sure what you mean by "Public Folder". Outlook stores everything in a database. You can find this because it is a single file with a .PST extension. The date of the file will be the same as the date of the last update in Outlook. Can't you just overwrite your private .PST file with the public .PST file? Or are you doing something else?
