Well, I don't know about SVCD, but I had no problem converting VCD's using the quick quide to reencoding video from this site.

I have used Windows Movie Maker to encode from VCD as well, and the quality isn't even half as good, plus the file size is larger. But if it is your only choice, make sure when you choose SAVE MOVIE, and the save movie box shows up, change the setting drop down menu to OTHER: then in the profile drop down menu, choose full screen video for color PDA devices. That should give you the best results. Good luck.
