For those suffering similar - here's what I did (mainly related to the phone not the Axim).
Under connectivity/data comms/data accounts created a new account. Set up this up as apn: internet, usename:web, password:web. Saved that. Back to data accounts, select more. This gives an apn number for the new service (3 in my case).
Flip to Axim, change dial number to *99***3# and left the extra dial string as 'z'.
Hey presto it worked
It seems that just creating a brand new access point was the trick and ignoring the preconfigured internet access points.
