I'd recommend tMPGEnc, free from
www.tmpgenc.net . It's an excellent MPEG converter with many options.
Personally I use it in combination with AVISynth, which has a filter (MPEG2Source from MPEG2DEC.DLL) that does an excellent job for de-interlacing movies ripped from DVD's.
