There are a few places I have found that you can change taxes:

#1 - The Budget window Property tab:
Open the Budget window (toolbar button with a dollar sign on it), and tab on the Property tab. You can change the Property tax rate by highlighting it and then inputing whatever number you want. Also, if you tap on the little "book" icon on this tab it will open another window where you can individually change the property taxes for Residential, Commercial, and Industrial zones.

#2- The Budget window Ordinance tab:
Open the Budget window and tap on the Ordinance tab. Tap on the little "book" icon on this tab and it will open another window with six tabs. Click on the Finance tab, and there are "1% Sales Tax" or "1% Income Tax" check boxes. Click either check box to set the tax.

#3 - The Industry window:
Open the Industry window (toolbar button with a black, blue, and red building on it) and select the Tax Rates radio button on the bottom. You'll see a bar chart above the the tax rates for each type of industry - Steel/Mining, Textiles, Petrochemical, Food, Construction, Automotive, Aerospace, Finance, Media, Electronics, and Tourism. Tap to the right of the blue bar for a particular industry to increase the tax rate, and ON the blue bar to decrease the rate. This is a cool feature, becuase it allows you to discourage or encourage different types of industries.

I thought SimCity 2000 was a little daunting at first with all of the options, but once you get used to them it's a really fun game! :approve: Just in case you're not aware of this already, since you're playing it on a VGA device you can use software like SE_VGA to go into true 640x480 and see a lot more of your city.
