Actually the distance selling regulations (2000) give a consumer (not a business customer) 7 working days after the day of delivery to reject any item sent by mail order, for any reason at all. Under Dells T&Cs you are oblidged to pay for the cost of getting the item back to them (courier of your choice) but you don not have to pay a cancellation charge.
Dell must then give you a full refund in less than 30 days.
