Your broadband wireless has nothing to do with using your cell phone to access the Internet. You can share your broadband using a wireless router and not pay extra. If you turn your router off, then you would not able to access your broadband.
If you want Internet access in the car, then you are relying on your cell phone provider for service. The rates depend on your carrier.
