Icbar allows much more than just being able to close and switch apps. Although it closes apps much better....because with Icbar, when you hit the 'X' button (top-right), it FULLY CLOSES the program. With Dell switcher, you have to pull down the drop down menu, pull the program you want to close to the top, and "close current program". With Icbar, it has an 'X' on the drop-down menu next to each program, so no need to pull it to the top.
But the main functionality other than this, is the ability to skin the task bar (start bar).....and with the newest v1.1, you can even skin the menu bar (bottom of screen). You can assign things like battery meters, memory meters, etc....and can also assign custom buttons (like Home, Volume, Power Off) to be on the task bar. Many people choose an XP-styled skin. Here is a screenshot of mine to show you what I mean:
