The Axim has a limit to the amount of info it can process per second. A vid clip encoded for 640 x 480 has to be resampled by the player to fit a 240 x 320 screen. If the task of formatting each frame takes longer than the time available it starts dropping frames ... sometimes dropping every frame of the clip.
Typically you take a clip at 30 fps and decimate by 2 to get 15 fps product. The audio is usually set to mono to take load off the processor.
You'll find that your future efforts straddle the quality vs frame rate problem.
Video editing software will resample existing files, and it just takes practice learning whatever it is you have to work with.
