That's what I've been doing. I don't delete them, just rename Startup to something else for that restart.
In Win2000, you can press a key (I think it's the left shift) and the programs in the Startup folder would not be loaded. I was wondering if there is any features in the PDA to do that ?

You can unload the Plug ins via Start->Settings->Personal->Today->Items and uncheck the plug ins not needed. To disable start up programs, open file explorer and go to the folder Windows/Start/ and delete the ink files you don't want to load.
