If the same things are happening with two different Axims, then the problem is very unlikely to be the handhelds. You might try taking the Axim that you started dealing with this issue on and syncronizing it with a new profile on a different computer. If it's working there, then there would be no doubt where the problem really lies.

i considered that, but my hunch is that it's not the axim.

But honestly, even now, it sounds like something is wrong somewhere on that computer. I would seriously suggested considering a backup of the data for that profile and starting some removing/reinstalling/rebuilding on that computer. Maybe it's ActiveSync, maybe its Outlook, maybe its something else. Who knows.

I would agree. I was hoping that someone had a whiz-bang answer for me. Rebuilding the PC is an option... but only as a last resort; it's for the provost of our university.
