Alright... sorry if I sounded condescending, but I have heard of people making that mistake, so I just wanted to be sure.
Anyway, as far as I recall, when I downloaded PocketSNES (the OpenGL version found on these forums), it came with two files: PocketSNES.exe and fmod.dll. I put these, along with my ROMs, in a folder in my Pocket PC's built in storage. From there you should be able to simply launch PocketSNES.exe and use Tools > Load ROM to load your ROM. If that doesn't work, try re-downloading it and reinstalling.
If it does work, you may want to create a shortcut to PocketSNES... go to the PocketSNES EXE and tap and hold on it. When the context menu comes up, select copy. Browse to \Windows\Start Menu\Programs and select "Paste Shortcut" from the Edit menu. You should now have a shortcut in your Programs folder.
