If you do a full sync with your Jornada, your first X50 sync should transfer all your Outlook data onto it. You only need to delete the old partnerhip if you want keep your partnership name (in which case you'd have to change the X50 name to match that of your Jornada). As for moving programs, I'd highly recommend installing them fresh on your X50. I cannot tell you much about HanDBase databases, but in general, it should be ok to move data files (e.g., music files, ebooks, WORD docs, etc.) from one PPC to another.
