It's because you're talking about two different things.
* ROM files are what ROM means, read-only. It includes the Windows directory, system files, etc. You can't in any way delete them, overwrite them, move them, rename them, etc. You can only read them
* The Odyssey program is NOT in ROM. It's a normal program installed exactly like you would install yours. BUT there's a setting in our Dell WM2003 that checks whether it's present or not whenever your system is started (soft-reseted). If it's not, it recreates it. That's why you can replace it with a 0-sized file, and it won't yell :approve:

Well, I find it's actually pretty good... Rather than throw you a big error message when ot needs to create a large temp file or put something big in RAM, it adjusts the slider, allowing itself to do so without interrupting your program.
What I find weird is that whole separation storage/RAM though
It comes from a time when storage cards or BIS didn't exist.
Windows Mobile 2005 will get rid of that, all your RAM will be real RAM, and you'll store files on BIS or cards.
