I'm not familiar with AS 4, but did you completely delete its home directory under \Program Files\ActiveSync\ and any other associated directories? You could check its install script to see what install loads and where. You might also use something like Norton System Works to cleanup the registry after uninstall. After all that, rebooting should eliminate any remnants active in memory.
