I believe you're slightly mistaken. The rumour is that RAM will be used for running programs, while all storage (apps, files, OS) will be ROM. This means that a "hard reset" would be no different than a "soft reset" is now.

End of the day: more RAM available to run programs, and 3rd-party app providers had better ALL get used to being installed to "built-in storage".
