I just faced the same, it works like this:
My Dell Axim X30 High came with a CD with, amongsth other things, Outlook 2002 on it. Install that before anything else. Then change your HotSync settings to sync with Outlook instead of the palm desktop, then do a sync.
Once done, install the rest of your Dell stuff (Active Sync) and when you synchronise your Dell all your Outlook stuff (contacts, appointments etc) will synchronise over to your Dell Axim.
