Based on these comments I did some more experimenting. It appears that the problem is in SpbPocketPlus -- when I have the Today screen up and use the SpbPocketPlus memory meter to check on the effect of rotating the orientation, that's where I see the 700-800 KB leak. When I have the Settings/System/Memory screen up, I can rotate as often as I want without changing the amount of memory in use.
Sorry for the false alarm. I thought it was a WM2003SE problem, since it also appeared on my son's Toshiba e805, and he doesn't run SpbPocketPlus, but that apparently was incorrect.
