When I try to look at the "Settings" it will not open a dialog (probably because there is no "Files" on my desktop.
When I check the "Files" box, a dialog comes up and says that a syncronized files folder will be created on my desktop, but that does not happen, and therefore it will not allow me to look at the "settings".
I am running WindowsME.
I did not have the same problem on my wife's desktop, nor my laptop, just my office desktop.

At what stage does this happen? Go to AS options then select files and then settings. I will display where the folders should be. Check to see if it is there and if you have access to it. It might might be in a folder that you don't have permission for.
