I would guess that it doesnt have anything to do with active directory and everything to do with permissions. I imagine that when they set up the users on AD they didnt give permission to install programs. If the office policy is that you need to use the palms you may be out of luck. you could always try to schmooze one of the IT guys and get them to bump up your access, or use their admin rights to install it for you.
