I haven't seen any tests/benchmarks or anything, but I can't imagine the ROM being slower than a storage card. ROM is generally much faster than even RAM, hence one reason that system files are loaded on it to begin with (plus the fact that data won't be lost without power).

I don't imagine that there would be any memory management problems related to the hardware itself.
