It's not even necessarily that the OS is hardware specific....
It's just how the various manufacturers distribute them and/or put them on their own PocketPCs. For instance, Dell and HP will take the standard Microsoft WM5 build and they will go and make a custom build that includes the device drivers written for the components in their PocketPCs.... and usually some custom software of their choices as well.
The OS isn't any different from one PPC to the next, it's just the drivers/software/settings that are included on the manufacturer's build.
