Neither. As I said, it's part of the OS. The OS comes from Microsoft and further work is done by the vendors to ensure that it's ready for their devices. This is why the ROM updates are specific to each device, but may include new functionality from Microsoft.

So WM5 being a different product family from WM2003SE (just like XP and 98 being different) they may or may not include the fixes. But you would not run a WM2003SE ROM update on a WM5 machine. It will be documented and Dell should ensure that the installation will not execute.
