Technically speaking though, just downloading whatever the most recent ROM upgrade is on Dell's site would reinstall the OS. Whenever you do a ROM upgrade, your ROM is cleared and a new copy of the OS files is copied over.

So go to Dell's support site, choose your Axim model, and download the latest ROM update. See if that fixes your problems.
